Born February 9, 1960 in Barnaul

1982 - graduated with distinction from the Altai State University with a degree in Labor Economics.

1982-1990 – Instructor in the Altai Kraikom VLKSM, Second Secretary, First Secretary of the Raikom VLKSM of Barnaul;

1990-1991 – Central Raiispolkom of Barnaul, Head of the Ispolkom Affairs Department, Acting Deputy Chairman, Administration of the Central District of Barnaul, Deputy Chairman;

1992-1994 – Administration of Barnaul, Deputy Chairman - Chairman of the Barnaul's committee for economic reform;

1994-2002 – Deputy Сhairman, Chairman of the Altai Region's committee for finance, tax and credit policies;

2002-2008 – Deputy Director, Director of the Inter-budget Relations Department of the Ministry of Finance of the Russian Federation;

2008-2012 – Federal Compulsory Health Insurance Fund, Chairman;

2012-2013 - Deputy Minister of Health of the Russian Federation;

Since June 2013 – Head of the Gokhran of Russia.

He has the Russian Federation civil service class rank – the 3rd Class Government Councilor of State of the Russian Federation.

Since October 2013 he is a member of the Board of the Ministry of Finance of the Russian Federation.

He is awarded with Order of Honor, second class medal of the Order of Merit for the Motherland, the honorary title “Honored Economist of the Russian Federation”.

He received a note of acknowledgement from the Government of the Russian Federation and the Honorary Diploma from the Government of the Russian Federation.
