General Information

The Federal Government Institution "State Institution on Formation of the State Fund of Precious Metals and Precious Stones of the Russian Federation, Storage, Release and Use of Precious Metals and Precious Stones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation” was established in accordance with the Russian Government Order No. 1646-p of September 30, 2010, by changing the type of the State Fund of Precious Metals and Precious Stones of the Russian Federation on Storage, Release and Use of Precious Metals and Precious Stones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation, which was established in accordance with the Russian Government Order No. 1378 of November 21, 1996 «On setting up the State Fund of Precious Metals and Precious Stones for Storage, Release and Use of Precious Metals and Precious Stones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation”.

 

In accordance with the Charter of the Gokhran of Russia approved by Order No. 196 of the Ministry of Finance of the Russian Federation of May 30, 2011, the main objectives of the Gokhran of Russia are: 1) formation of the State Fund of Russia with precious metals (gold, silver, platinum and platinum group metals), precious stones (natural diamonds, emeralds, rubies, sapphires and alexandrites, natural pearls (both raw and processed), and unique amber formations, equivalent to precious stones in the prescribed manner), products made of precious metals and precious stones, their scrap and waste, as well as release of the valuables from the State Fund of Russia; 2) storage, recording and preservation of the valuables of the State Fund of Russia.

Main activities

  • Participation in the preparatory work for drafting plans for the formation of the State Fund of Russia and releasing the valuables thereof, as well as preparation of the reports on the replenishment and expenditure of valuables of the State Fund of Russia;
  • Acquisition of valuables for replenishment of the State Fund of Russia in compliance with the Ministry of Finance of the Russian Federation orders adopted in pursuance of the Government of the Russian Federation resolutions;
  • Release of valuables from the State Fund of Russia in compliance with the Ministry of Finance of the Russian Federation orders adopted in pursuance of the Government of the Russian Federation resolutions;
  • Acquisition of valuables for replenishment of the State Fund of Russia, including valuables transferred to state ownership on the grounds established by normative legal acts of the Russian Federation;
  • Exercising a preferential right to purchase unique nonrecyclable nuggets of precious metals, unique gemstones, and refined precious metals in the standard form, as well as newly mined or recycled precious stones, which are graded during the process of sale by producers to replenish the State Fund of Russia in accordance with legislation;
  • Reception, storage and preservation of valuables;
  • Transportation of valuables;
  • Preliminary examination, sorting, unification, evaluation and certification of the valuables of the State Fund of Russia;
  • Restoration of articles of precious metals and precious stones obtained by the State Fund of Russia;
  • Drafting of price-lists for precious stones acquired and sold by the State Fund of Russia;
  • Fixing prices for precious metals, as well as prices for articles made of precious metals, purchased and sold by the State Fund of Russia;
  • Organizing and holding exhibitions of valuables from the State Fund of Russia, including valuables from the Diamond Fund of the Russian Federation, in compliance with the established order on the territory of the Russian Federation and abroad;
  • Reproduction of exhibits from the State Fund of Russia, including exhibits from the Diamond Fund, with the help of polygraphic, photographic and other methods subject to agreement with the Ministry of Finance of the Russian Federation;
  • Providing containers for storage and transportation of valuables;
  • Production of printed, souvenir and promotional materials covering the activity of the State Fund of Russia;
  • Studying traditions and promoting jewelry art;
  • Protection of buildings and the surrounding territory assigned to the Gokhran of Russia. Insurance and protection of valuables from the State Fund of Russia during their transportation and exposure (with the exception of cases when the responsibility for insurance and protection of valuables during transportation and exposure is assigned to third parties in accordance with the Russian legislation or a contract);
  • State control over the quality of sorting and evaluation of precious stones;
  • Accounting for deals with rough gemstones;
  • Verification of compliance with the requirements of the Kimberley Process Certification Scheme for rough diamonds;
  • Preparation of draft annual reports and the statistical data on export and import of natural diamonds and their mining in accordance with the requirements of the Kimberley Process Certification Scheme for rough diamonds and submission thereof for approval by the Ministry of Finance of the Russian Federation;
  • Preparation of the results of annual statistical analysis and annual reports on the KPCS implementation by countries participating in the Kimberley Process.
